Two to three days is ideal to explore Penglai's main sights without rush. Spend the first day at the Penglai Pavilion complex and Water Fortress, then dedicate the second to the Eight Immortals area and a boat trip to Changdao Island (part of the Miaodao Archipelago) for pristine beaches and seafood. A third day allows for hiking Tianheng Mountain or visiting Sanxian Mountain. The city is compact, so you can easily walk or take short taxis between sites.
